Dr. Paul M. Hallacher is an independent consultant specializing in research development, and also serves as Special Assistant to the Chancellor at Penn State Harrisburg on a part-time basis. He retired as Director of Research Program Development at Penn State University Park in 2014. In that position he was responsible for assisting faculty members across the University develop large scale, multidisciplinary research and technology transfer initiatives. He has helped to established major research and technology transfer centers at Penn State including the National Science Foundation Center for Nanotechnology Education and the U.S. Department of Energy Consortium for Building Energy Innovation. Before joining Penn State in 1989, Hallacher served in policy development and management positions in Pennsylvania state government. He resides in State College, Pennsylvania with his wife and their two sons.
